I used 24mm dia washers, a 31mm inner tube followed by a 41mm outer tube.
Ideally you want the voltage across the center rod and inner tube to be equal/very close to the voltage across the inner tube and outer tube, which in practice is hard to do with tubes.
The series flat stacked plate design is far superior in this regard.
