With the deployment of the new FCKEditor on 7 October 2009, comment text is now straight HTML.  Using the "Source" button, you can enter regular HTML markup, including inlined images, along with your regular text.

Neither payment nor allsteps is relevant to text formatting.  I'm sure you can find an approppriate place for that discussion.  Apparently they are supporting direct HTML input.
