Sounds to me like the voice was generated by a computer text-to-speech engine, the best of which still leave something to be desired. And this was not the best.

For a constructive suggestion: Get a good native English speaker to record the voice, then tweak it using audio software. If you are looking for speedy delivery, good audio programs offer time compression without pitch distortion.
