Felting, if you know how to do that. Another possible methood is origami somehow ;) I would imagine you could glue the felt with fabric glue or staple it. Or you could find a doll hoodie and mod it to do this. Duct tape would be a good alternative if you made the pattern from it and attached strips along the sewing lines and did that. I'm sure it would be very complicated to make a working drawstring though...
