He shows you the "procedure" in the video. The surface tension of the water acts like a piece of elastic. The pepper is shaken onto the surface of the water, and stays on top of it (if you could look closely, you would see that the pepper is also, for the most part, dry). Then, he puts some soap on his finger. Soap will "break" the surface tension of the water, basically "popping" it like a small balloon, which causes the surface to "tear" creating the star pattern.
