Seems like it helped overall. How does adding "nglayout.initialpaint.delay" change the timeout. Seems like this step just adds a made up integer? Thanks.

"nglayout.initialpaint.delay" means this is how long it delays on loading a page. So when you set it to "0" it means it delay as long as "0" milliseconds.
