Signal, thanks for posting the design. I have a troubleshooting question:
I have built a supply based on the build from:
http://www.ledsales.com.au/kits/nixie_supply.pdf
and it was giving me troubles, so i searched and found yours, which is very similar. The voltage is much more stable on your build, but still not high enough. (i am maxing at about 105v).
I am using a ceramic 100uh inductor, could that be causing me issues?
