The folded paper for separating bracelets and necklaces is very good use of space. However, if you want to apply this concept for storing your tools, there is a small problem. The paper will encourage rust on the tools. To avoid rust, use a wax or plastic coated paper, and be sure to apply a thin coat of oil to each tool before putting away after use.
