Drill
Vise/pliers

Drill 1/4" Hole into the center of the can opened lid.
(then drill several surrounding drain holes)
Fasten the end of the bolt to the lid with 2 nuts.

Joseary had a good idea for the wire mesh basket.
I googled EVAPO-RUST and found what seems to be a SUPER PARTS CLEANER.
I ordered a gallon ($28 incl shipping). It sounds fabulous since it's non-toxic.

A weak magnet might work better - a strong one might tend to keep the tray stuck to the bottom of the can, leading to a mess when you try to separate them.
I use two yogurt containers with holes in one of them.
Stack the containers and fill.
