Before I start, I want to warn you that I used DD-WRT and Windows 7 to do this. While it's generally the same with different router firmware and different operating systems, these methods are specific to DD-WRT and Windows 7.

This should be fairly easy with a basic understanding of computers and networking. Google is your friend, if you use a different OS or router firmware, just Google "setting up static IP Debian" or "port forward wnr2000v2".

Your internet speed has to be fast-- specifically your upload-- for you to host a server. My download speed is 15 megabits a second, but my upload speed is only .5 megabits a second. As a result, I can only host two people before the lag becomes really badly. With just two people, the lag wasn't bad at all.

Setting up a static IP
Open up command prompt (start > run > cmd) and type "ipconfig /all" without the quotes. You should see something along these lines. Copy down the numbers which I highlighted (the numbers in yours.)

If I skimmed right, you don't mention getting the server program, or running it and killing it immediately to generate server.properties and such.
