those rockets werent going very high, we did this in our competetive tech class, they whent way higher, and we had to launch and bring down an egg undamaged with a parachute system... mine was the only one that worked lol

now will this work with one liter bottles

Sure! Though the fin design that I have uploaded to this instructable is meant for a 2 liter bottle, so you would have to make the fins smaller to fit your bottle, but the whole process will work for any size.

I did not cover the launcher here: You can find instructions here on instructables here: http://bit.ly/18CEsK or try this one on the web: http://bit.ly/13bEfv - but to answer your question, yes, you need an air pump, some hose, some PVC tubing, and a sort of release mechanism. It's possible to just have an adult hold it on the PVC tube until it gets enough air pressure (but they will get wet at launch time!).

my friends and i use a cork stuck in the rocket (bottle partly filled with water) and a ball inflator needle stuck all the way through the cork. we jam the cork in nice and tight so ours have gotten upwards of 65 psi... man do they fly!!

doe sit mater if it is just pressurized air???? Because my teacher said we arent using water?

yes it matters. Air only won't work. The water acts as the propellant and keeps the air from just rushing out all at once. I mean it may go a few feet in the air, but no where near as high as it would with water. Once the rocket leaves the launch tube all the air will escape immediately. I hope it works though, maybe your teacher is doing something different. Good luck - let us know how it worked.
