You could use the miniPOV3 with a few changes. First, you would need to add a hall effect sensor like the spokepov has, to keep track of rotations. Then you would have to modify the firmware to time based on the sensor (like spokepov does), and to change animation frames (like spokepov does). Not very hard to do, I am planning to do it with two minipov's on fan blades in my apartment pretty soon.
