The tin foil beanie is for the mind control waves that big brother and aliens use to make you do what they want, not for the cameras. Put the tin foil beanie inside the baseball cap to get double protection.

I would think this would be a bit more effective if some of the lights were placed under the rim of the cap.

There should probably be at least one visible LED in the battery pack or something so that when you flip the switch you know for sure that you're in stealth mode.

9v into IR LED's? IR LED's usually have a Vf of around 2v. I'm amazed your LED's weren't immediately destroyed by hooking them up to a 9v battery, if that's all you did. For decent results from a 9v, I'd think you'd want to run the LED's, 3 in series, with a resistor R=3/I (I is the current rating of the LED's, usually around 20mA, or .02A for that equation. The 3 is 3 volts for 9v-3*2v.)
