As folk artists and sign makers for 30 years, we've been aching to paint over the walls of the water treatment plant here at our waterfront which looms large and forbidding from the parks on the shore as well as from out on the water. Maybe this contest is our opportunity! We'd use the money for scaffolding and materials. Thanks.

I think you might do better with a "cherry-picker" / self-propelled boom-lift than scaffolding, and for probably a few hundred $ hire.
