You're close on the USB voltage. USB provides 5 volts, not 5.5. You should be able to run a 5.5v device on 5 volts however, but it will require a bit more current. I do like your idea however. Nice and simple, and no need to use an ATX or other power supply and waste more energy!

Yup, 5V nominal although from the top of my head the USB spec states 4.75-5.25V although that is just splitting hairs :-)
You may or may not be able to run a 5.5V device from 5V - if the device requires an internal 5V rail it may have an internal 5V linear regulator with a couple of hundred mV of dropout in which case you would need 5V+the regulator dropout for the 5V rail to be 5V. Some linear reg outputs will track the input (if less than their fixed output) minus their dropout so you wont be too far off - 'give it a go' and see what happens, you wont hurt anyone!
