Step 1: First step

first you need to have administrator privilages.

If you do have administrator privilages,listen.
In the address bar cut and paste this "C:\Documents and Settings\All Users\Application Data\Microsoft\User Account Pictures"
Find the user name and change the picture .Right click and press edit you can edit the picture tothe one you want!!

Yeah, it is. You wouldn't normally do that would you? That changes the picture without the user having to log in. It changes it without their permission and hacking is without permission so leave him alone

Technically, its not hacking. Hacking is Delibritally changing something, or making stuff happen, that shouldnt. be there or happen. jailbreaking an ipod touch is hacking. your intetionally changing the ipod touch. Changing websites with programs is hacking. Using programs to mess with others computers is hacking. THIS IS NOT HACKING MY FRIEND! Not trying to be mean, but this is not hacking. The computer is meant to change the icon. Thats what its meant to do. Hacking is making something happen when it shouldnt.
Yes but you can change a user's picture without perpission if your a admin anyway so he hasn't done anything you couldn't do easier.
