Make sure you bend the ends past the sides or the rubberband will get catch on the ends.

I followed the steps but when I shot mine I couldn't hear a whizzing noise sometimes I heard a screaming noise instead can you help me?

i used to make these in high school. we called them "tweetys" tho rarely out of paper clips. the clips were nasty they could really hurt. typically i made mine out of paper. just fold it over and over till its long and narrow then in half to form the "V" the advantage of paper was you could pass notes with it plus you always had paper on hand. additionally they still could sting a lot without being dangerous.
