Bluetooth would most certainly not work for this. 30 feet (about 10m) is pushing the maximum range, so you would need something significantly more powerful. You would definitely need a short wave radio, but since you are mentioning something about being in a building try WiFi. If the building is Wifi Blanketed you could certainly have an application written to handle this functionality.
