The picture is the symbol of the Corsican People. Corsica is a small island in the Mediterranean sea, south of France. I have corsican ancestry from my mother's side, which I am very proud of. I thought noone will notice. Thank you for asking!

LOL! Corsicans had for a long time a tradition of banditry. The word corsair comes from the word for corsican. The symbol of the black (probably a moor's head) symbolized the prisoners. Some sources say that the corsican bandits would behead their prisoners. There is some interesting information at this link:
