Or, you could cover it with one of those old plastic tablecloths with the non-skid backing. The material is water proof, easy to cut and shape, you can staple it or tape it or glue it, and they even come in patterns if you want that. Worth a try.
As Toga Dan said, first rough it up with sandpaper. If that doesn't do the job well enough, try using chalk paint (your local Lowes, Home Depot, or wherever) will know what that is. Chalk paint, available in different colors, is a great base paint that sticks to most anything. Well worth a try.
