Standalone Arduino / ATMega chip on breadboard

Yeah, for stuff like this, just fooling around with the Arduino, you can leave it floating, but it can be unstable at times. So for mass production, they just pull it up.
I know that in TTL when you float a pin, it is high, so that's what I am assuming is happening here - DavidK166
