I used just a Styrofoam cooler and used Smart water bottles that allowed air to circulate between bottles. Then I used a fan that worked with ac power and also with rechargeable batteries. I tested it in a car to see how it could work in Texas heat and it was able to give a nice cool air blowing out. In general it is just a way to get a cool breeze to face and chest area if sitting outside. The ice in the bottles lasts about 4 hours, it is easy to pop the bottles back in the freezer, no need for rubber bands etc. And there is always plastic water bottles around to keep back UPS in the fridge.
