Here is the picture, it didn't upload properly in the last comment.
You can't send pictures through private message so I have to post the schematic here. This is how it works. The arduino sends an on or off signal to the transistor which turns on and off the 9 volt power to the relay. The switch in the relay shuts on and off the mains voltage turning on and off the Christmas Lights.
