The lasers used in this project are on the lowest end of what you can get, red 5mW. I don't know enough to say you *couldn't* cause problems for pilots with them (I don't think so, but even if I'm wrong, you'd need to point them directly at a pilot, which is pretty hard to do accidentally) but these are the kind you could find in consumer pointing devices, so very safe in general.
The trick of buying Ultrafire and other cheap Li-ion batteries is knowing what you're getting. Even with the significantly lower capacity and low current (this laser only needs a quarter of an amp), they can still be good value from my experience, as you can get them dirt cheap.
