well it should work aslong as you test the cells before using them, i made htis mistake and a year later i look into my speaker and find half of them have exploded, the easy way to test them is to charge them and then see if there is a voltage out, leave them for a few days and if any have dropend in voltage that means that they have a tiny microshort inside therefore maiking them useless and you should recycle them. if you can ensure that the 3 cells in series will not go below 9v then everything should be good
well not necessarily, if you are wanting 12v then the MAXIMUM voltage should be 12.6v as if overcharged lithium ion battery's are not very forgiving, furthermore you will need holders or solder wires to it and also a charging port but theoretically attaching wires works too but is not very user friendly at all. if you could tell me what it is you were wanting the battery for then i may be able to help a bit better.
