We did somthing like this for our jetboat. You want to buy a float switch and a submersaible 12 volt eletric pump. You will also need a 12 volt brick battery.
Connect the negitave wire on the pump to the negitave wire on the battery. Connect the positave wire of the pump to the float switch. Connect the other wire of the float switch to the positave on the battery.

Next you want to mount the pump as low as you can. The float switch at the level you want the warter below ( or the lowest point if you want to keep it dry). Mount the battery HIGH! and seal all the connections in hot glue to make it warterproof.

I can get links for you to order all the parts if you want.

Are your requirements any different from a standard sump pump? These have an internal float switch which turns on when the water level gets high enough to turn it on, after which it pumps out the water until the level drops to the point where the float is low enough to turn the switch off again. These are typically 120 VAC, but they also have DC powered ones for battery backup in case of power outages.
