Will a boost converter IC (such as the one from maxim) ever be able to power a high power LED as brightly as when the LED is powered with a constant current source?

Of course it will. It IS powering it with a constant current source !

Can you put 2 of them together and have the LED work brighter?

Whatever boost converter IC it is that you are talking about that powers an LED with 'constant current source'.

No, the design delivers the right current for the selected LED.

Sure but you may end up putting in a larger battery which would fix the problem in the first place.

Post a link of the converter you have in mind.

I can't find any datasheets for it, but it appears to have  'E50S' written on it, and it looks like a surface mount transistor.
