Type "LED tie" into the Instructables search box (right next to the GIANT ORANGE BUTTON, and the first hit should give you some guidance.

I am disappointed that <font color=orange> didn't work :-(  But at least size=+4 did, bwa ha ha ha...

The Quick and Dirty way:  Getthe following things:
- An old tie you don't mind destroying.
- Some LEDs. (size, etc doesn't really matter.  Try blinking or color changing ones.)
- Some CR2032 size watch batteries. (1 for each LED)
- Some tape.

Tie the tie.  Poke the LEDs through the tie where you want.  Slide the battery between the leads so the LED lights up.  Tape the battery in place.

(It's pretty much like making an LED Throwie [instructions here], but you don't need the magnet.)
