HI! I have a USB To TTL board. Can i program avr atmega(atmega168) and pic16f series(pic16f72) microcontrollers with it? Answered

can i simply use 5v, gnd, RXD, TXD pin for programming?
My boards image is attached with this question.

The atmega, yes. If you want to use arduino, and it does not have the bootloader installed, thats fairly simple to fix, http://arduino.cc/en/Hacking/Bootloader?from=Main.Bootloader
and if it does, then just connect tx-rx and rx-tx and you're set, BUT, you will have to manually reset the board. Whenever you want to upload a sketch, upload as normal, then reset the chip as soon as you see the window change from "compiling" to "uploading", and it should program as normal.

If you don't want to use arduino, I can't help you, and you may need an ISP instead, but I don't know.

Depends what is U1 and what PIC Programmer program are you using.
If they are not compatible you may need to program U1 before you start.
