How do you make a high pressure compressor stop at 4500 psi without spending tons of money?
Hopefully adjustable between 3000 and 4500 psi.

. All you need is an adjustable pressure switch and maybe an interposing relay.

The cheap solution is to use a pressure relief valve which vents off pressure above that. I'm assuming the rest of your system can withstand those pressures...

WARNING: If that valve fails, and you exceed the pressure tolerances of your system, it can fail catastrophically. Sticking pressure-relief valves used to take out large steam engines, explosively, on a fairly regular basis.
