The best answer is "it depends on the contest".

Sometimes the voting is done by the members, clicking on the vote button.

Sometimes this creates a short-list that is perused by external judges (such as a contest sponsor).

Sometimes the winners are selected from the short-list by site staff.

Sometimes the winners are selected from the short-list by an invited panel of "regulars" who have not entered the contest etc.

During the user voting period, what prevents users who are entered into a contest from creating fake profiles in order to vote for themselves? It just seems like this is a valid concern for someone entered into a contest. I feel that this would be considered cheating, correct?

It depends on the particular rules for each contest but generally there is a user voting period, and the staff and judging panel take the highest voted instructables and judge the winners from there.

Members (like you) look through all the entries and vote on which ones they like best.
