The best answer is "it depends on the contest". Sometimes the voting is done by the members, clicking on the vote button. Sometimes this creates a short-list that is perused by external judges (such as a contest sponsor). Sometimes the winners are selected from the short-list by site staff. Sometimes the winners are selected from the short-list by an invited panel of "regulars" who have not entered the contest etc.

During the user voting period, what prevents users who are entered into a contest from creating fake profiles in order to vote for themselves? It just seems like this is a valid concern for someone entered into a contest. I feel that this would be considered cheating, correct?
It depends on the particular rules for each contest but generally there is a user voting period, and the staff and judging panel take the highest voted instructables and judge the winners from there.
