Does it have to be electrostatic? Woodworkers use simple compressed-air or hand-pump systems to spray flocking onto a suitable adhesive, and it works pretty well. Suede-Tex is one brand; there are others.

get a flock of geese, rub a baloon on your hair, attatch it to the flock, and tada!!!! you have an electrostatic flocking machine.
