Jewler's saw, files, drill the hub, polish as necessary.Or: Make a blank from more forgiving material, make a mold from the blank, cast in metal, use files to clean up, polish as necessary.
Yep, There's a fascinating program I found on line making gears by exactly that method. Also, depends on your definition of "a gear making machine". If you mean a dedicated gear generating machine or a hobbing cutter in a bench milling machine.
