How do I make (not buy) an IR reciever and Transmitter that can turn a machine on/off and 3 other options. The simpler and smaller the better.?  It must be IR.

I want to turn a machine on/off, move a motor up, down, and rotate.

I assume you mean assemble components. Well this would be easier to do with a microcontroller like an arduino to which you could connect your receiver along with a relay, so that when your receiver detects a signal from your transmitter circuit (could be any remote control, or just an IR led and a battery) it closes the relay. If your not happy using a microcontroller then that might get a bit tricky. Hope it helps. For a basic guide on that sort of thing with an arduino check this out.

What do you actually mean by "Make" buy the components and assemble or actually make them?

Alot of responses to this type of question during my research to others Q&A is to buy one...but I feel that defeats the purpose of building something to do what you want. I want to build the remote & The reciever, i am thinking Arduino is going to be the way to go.

It may depend on what your programing capability is (C)

The Picaxe family will do IR control with any sony code handset as native instructions making things a lot easier.
