There are no parttcuarly significant dangers to plain potassium perchlorate. Use common sense. OTOH, mixed flash powder is NOT safe to store. Period. That's why for theartical effects it is mixed just before use. It's moderately safe to store, oh, 50millgrams at a time inside paper tubes about 1/4x1.5 inches, but there have still be accidents.

Yeah, I'd say just keep the contents separated before mixture, and don't mix until it's needed.

I'd go with the "Just Don't" advice. I have seen a kid who was close to his father's shed when it just went off for no apparent reason. Not pretty.

Keep in a tightly closed container, stored in a cool, dry, ventilated area. Protect against physical damage and moisture. Isolate from any source of heat or ignition. Avoid storage on wood floors. Separate from incompatibles, combustibles, organic or other readily oxidizable materials. Containers of this material may be hazardous when empty since they retain product residues (dust, solids); observe all warnings and precautions listed for the product.
