I googled "minimum voltage required for arc welding" and this answer came up.
Arc welding involves open circuit (when not welding) voltages which are typically from as low as 20 volts to as high as 100 volts.
I found an instruction manual for a stick welder and it looks to go as low as 30ADC.
I believe there are to many variables to give you a better answer.
Well I measured one during operation and the voltage dropped down to under 15V...
