Eric Beck shows you how to make something like this in Backyard FX using two remote control cars and some scrap wood.

Here's a Video Link http://www.indymogul.com/backyardfx/episode/BFX_20080303

Backyard FX is /awesome/ If you're any way inclined towards filmmaking, I'd check out the rest of their site, using some of their tutorials, combined with Instructables here, you can achieve some really awesome effects for a lot less.

What you're describing IS a kind of computer.  That doesn't mean it has to be difficult.  You could for instance take your average remote control, such as for a TV or DVD player, and a matching decoder chip and infrared sensor and, and wire the outputs of the decoder chip to transistors for driving the motors.  You could also take a microcontroller, like a PIC16F684, and program it to recognize the patterns from the remote control.  Radio control would be more complicated, so if I were you, I would stick with the IR.

https://www.instructables.com/id/Remote-Controlled-Pan-and-Tilt-Head/ would give you ideas on the mechanics.

Look up remote pan and tilt heads to see how commercial models do it. Good luck.
