It's not an exe but a com. Look in C:\Windows\System32\

If you didn't mean Windows, but Linux, MAC/OS or whatever, then ask for it.

What do you need it for? I can tell you how to make a program to do it, but I want to know what you are going to use it for first.

Well, there is no program within a windows operating system that can format the same drive that the windows operating system is on, which is what I think you are asking to do. The reason is that (A) Windows will protect the drive it is installed on, since if it were possible to do what you want, every virus in the world would be doing it, and (B) once it hits the OS, the OS will become corrupted, and it will stop the formatting, which in theory could still leave the files un-deleted. Your best bet if you have physical access to his computer would be to actually find the files and delete them... but if he knows what he's doing it's still possible to recover them, but that is true even if you format the drive, and even to a certain extent even if you physically destroy the drive it can still be recovered.  If you want more info on destroying data, instructables member thegeeke used to do data recovery for a living... and he was one of the best.  I think he could give you more information than I could if you PM him.  :)

That being said, I will not help you delete any more than those specific files, and I don't think he will either.  It's not good that your "friend" is blackmailing you, but maybe this is something you might have to face the consequences on... if you make him think you don't care if he uses those files against you, more than likely he may not depending on how good of a performance you make.

There's command: FORMAT, you can run that.
(C:\WINDOWS\System32\format.com or similar)
You can put the command in a .bat with parameters.

No need for a file. Windows can do it for you. Right click on the drive and select Format.
