Any really strong electromagnet would generate a mini emp. The more magnetic the better. By mini- I mean really small. Probably wouldn't affect anything within a foot radius. To get bigger you have to make the pulse stronger by bigger magnet and more power.

nuclear is too large scale im assuming for what you want? try using a fission reaction on less of a destructive element..
Wind a few miles of wire around a tiny space. Put a huge surge of current through it. But I'm not convinced that anything which would be meaningfully described as EMP will ever be "mini".
