How would you register a custom built EV? Answered

How would you go about titling and registering a scratch built (Like, from tubing and such) electric vehicle? Since it would be made from scratch, it wouldn't have any VINs.

Assuming you live in the states, you'll need to go to the DMV and find out what their requirements are. You will have to build it in accordance with state and federal safety standards, build the vehicle and take it in for inspection, tax valuation and certification. They will then assign a VIN number and the associated papers needed to register the vehicle.

.  As Burf says, it all depends on where you live. Contact the MO DMV and they can tell you.
.  It may be easier to buy an old junker and when you get done the only original part left is the VIN plate.
.  Don't be surprised if you have to go through the motions of getting an emissions test done. You may have to mount a fake tailpipe at the rear for the test probe. :)

In the UK (perhaps not in USA) you can ride an electric vehicle IF it is capable of no more than 14 MPH for free!!!  No insurance, licence etc.

Over than and it must be licensed as a road vehicle this requires a SVA test  insurance and a suitable driving license.
