Some chargers have a current limiting device that you are measuring two volts across. Only way for that to happen is if you have a load across your +B and -B like your drill. It could also be that your drill battery is compromised. What is the AC input voltage No-Drill ? And Drill-attached ? A

I had a 600 character description of the circuit I sent in. But the Instructables question section said when I pasted it in that only 120 characters were allowed. So here I think I can tell more.The charger consists of a black box 120v plugin with a nameplate output of 14.5vdc. I tested it and it is dead, 0v at the input to the PC board with that circuit on it. So I don't know: maybe the 1/2 watt resistor that burned out might have happened when the 12vdc battery was connected to the PC circuit. However I think the battery was all discharged.I thought when I took apart the connector that houses the PC board that the resistor was the only problem, and determining its original resistance and replacing it with one with greater heat disipation capacity. If that had been possible I would avoid buying a new charger which costs $40, almost as much as I paid for the whole drill set. Now I am not sure of the failure sequence.Thanks for your interest in my problem.Bob
