A static converter definitely will not work. How much current does the welder draw in 3-phase? If it's in excess of about 60 A a rotary converter probably won't work either. Strongly suggest that you talk to the people at your local welding supply place.

No. It is far too large to run off single phase, even if modified to do so. It would work but very poorly. You just wouldn't get the amperage out of.
