even 200 dollars is okey for me. does it work to burn plastic 3mm??
Poke around on ebay or in your local hackerspace/makerspace, both should provide a good price range or even a seller who is willing to bargain.
I like the engraver to be not witth alot of noise for that reason I want the laser

I've seen parts for building 25 or 50 watt diode lasers that would come in under your budget, but they're 1440nm YAG lasers, so you can't see them directly. Might be too big to be handheld though, If that's what you're after.

Infinitely variable, that is why you comparison shop for the best deals, nevermind, do you have a ladyfriend/sister/mom fluent in shopping? Ask them to help you find these things as if they were looking for shoes/dresses/accessories/etc. on ebay, united nuclear, American Science & Surplus or craigslist instead of their regular places and for what you need instead of shoes. Doing your own research is an infinitely more valuable skill than being able to get help on every little detail(and if its like that, it's not even really your project).
Ebay - there are a number on sale from china (where most are mad any way. If you can manage with a small platform (A4 or less) it can be quite cheap.
