I want to add an outdoor low voltage light midway along the line of an existing wire. do I cut one or both sides of the wire to splice in the new fixture?

Generally speaking, most recent low-v outdoor lamps provide a clip-on connection that auto-pierces the two lamp-cord conductors by squeezing a compression fitting. But yes, both wires are used for a parallel (ladder rung) connection to the low feed line.
