If you use a clock mechanism to turn a spindle once per hour. the flip pages will release automatically as it turns - Your question suggests you don't understand how they work. try looking up what the butler saw machines - they work in a similar way.

A flip clock is a 'relatively' intricate instrument... I can think of at least 12+7+10 (hours tens-minutes ones-minutes), plus the rotary arms the flippers rest in, springs, and gears to make them tensioned and only click forward once per click... Thats quite the mechanism to build from scratch.
