I think either 110mb.com or google sites will do.
Google Sites is a pretty good choice if you want something free. They will not spam you and the company that runs it is fairly likely to remain in business for the near future.But if you can afford $10 a year, I would suggest buying your domain name and hosting services.Please ignore the following if you do not want to read an advertisement. : )Nearly Free Speech is very cheap. They do not have many fancy services, but are very up front about what they will and will not do for you and how much it costs. As far as I can tell, there are no no hidden catches, loopholes, or fees. They do not sell your address to spammers and will even (for $0.01/day) sort through spam and paper junk mail that inevitably gets sent to your registration address to see if there is anything important.Domain registration costs $9 a year, and you can take it with you (no fee) if you switch hosts. The hosting could cost a couple dollars per year, or less if nobody actually visits your site. You can prepay as much or as little as you want (you need to put in at least a quarter the first time). If your account runs out of money, they just stop showing your site until you put a few more dollars (or pennies) in. They take Paypal or whatever other method of payment you want.

Webhosting can be very cheap. If you're paying for it you tend to get better support, fewer restrictions and advertisements. I don't have the cheapest deal but it still only costs me 30 quid a year (inc domain name registration)
safe and free are not usually words you want to associate with web hosting.i have experience with multiple web hosts, and am very in the know with web hosting and the like.If you're looking for something that is easy to manage, i would reccommend google apps for your domain., you will need to search for the standard edition. otherwise, zymic free web hosting looks legit, i have never used them, so don't take my word on that. linkeven the really cheap web hosts are better fastdomain is cheap and is run by the same people who run bluehost, which ih ave seen good reviews for.Hosting also will depend on what you plan to do with the site. if you could give details like:-site purpose-do you want a domain name (like instructables.com)?-how much storage do you need?
