The only way I know of to change the skin of your character is via your profile on the Minecraft website.

I'm sorry, but I'm only knowledgable about how to officially change your skin via the Minecraft website. I did find this where there is a mention of changing your skin with Titan Launcher if you want to check it out.

Can't help you there. I use ATlauncher as my launcher of choice, but only if I want shaders. I can't seem to get shaders to work with forge using just normal minecraft. You just sign in using your account, then you download the modpack. Or edit the modpack ;)

Also, if you would like a good website to look through skins or create your own try http://minecraft.novaskin.me/# . When you finish your skin, click on "save" (In the top right corner) and you will see your skin layout, and what you would like to save it as. right click on the skin layout, and do "Save as". Then go to your MC launcher and go to the skins tab. Click browse and search for what you named your skin as.

I found another good Minecraft skin editor, called Miners Need Cool Shoes; https://www.needcoolshoes.com/
You can also upload skins directly from that website, it has a little button that says Change Minecraft.Net Skin, it'll be on the picture below. (Also, the skin showing is my own skin, that I created on that website.)
