Can a multimeter with a capacitance meter measure capacitance of a home made high voltage capacitor?

Yes, but not test it for high voltage leakage. You need to do that (carefully) with a meter we call a Megger in the UK.

Your glass needs to be utterly, sqeaky clean - I'd dishwash it to make sure the thing doesn't track.

Can you bring a MOT up to 10kv by submerged it in oil?

It has to be the right, very dry oil.
