Is there a way to replace windowsills without taking out the windows
Are you talking about the brick sill on the outside? Yes. Are you talking about the wood sill on the inside with aluminum windows and sheetrock? Yes. Are you talking about the wood sill on the inside with wood windows? Maybe. Some wood windows were built as an entire assembly and MAY have to be taken out to replace the sill. Can you post a picture showing the sill attachment and window?

Is it a casement window, is the sash wood or metal, is the wall wood frame, block or brick, is the window niche, wood or drywall, etc. The more information you can provide, the better the answers you will receive.
