Location of the steel must be in the tension side of the concrete or it is not effective. Your diagram shows it on the neutral axis (centre) of the concrete where there is neither tension nor compression, therefore the steel reinforcing is wasted. Improper placement of steel reinforcing is a common failure in construction.

Steel reinforcement placement is critical to concrete strength. Luckily, steel reinforcement is not covered in this class at all, and that diagram is only there to illustrate the forces acting on a theoretical slab. But, this is a good point.
